Abstract

This paper documents the sampling and estimation methodology developed for use by Pulso Intelligence Labs, Inc. (“Pulso Intelligence”) to select survey respondents from its respondent panel and to produce national and local survey estimates. The methodology combines quota-controlled sampling across Sex x Region cells with a two-component weighting procedure: calibration to official registered voter counts published by the Philippine Statistics Authority (PSA), and a propensity adjustment that corrects for differences between the composition of the panel and that of the target population. The paper sets out the sampling algorithm, the weight computation algorithm, the estimation procedure, and the validation framework, together with the reporting standards and thresholds that govern the publication of results.

This Version 1.0 document presents the initial statistical framework developed for Pulso Intelligence. Its procedures are intended for implementation, testing, validation, and continuing refinement using actual survey data and suitable external benchmarks.
